Old Lyme Board of Selectmen
Regular Meeting Monday, May 17, 2004
The Board of Selectmen held a regular meeting at 4:00 P.M. on Monday, May 17, 2004 at memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.
Approval of Minutes:  April 16, 2004 and May 3, 2004
Selectman Sibley made a motion to approve the minutes of April 16, 2004 as written.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
Selectwoman Reemsnyder made a motion to approve the minutes of May 3, 2004 as written.  Selectman Sibley seconded the motion.  SO VOTED.
On May 11th, the Board of Selectmen held a special meeting to approve a revised amount of $315,000 from $300,000 for the Town Woods Park building.  The minutes from that meeting will be approved at the next Board meeting.
Communications:
Office of Policy Management – FEMA Snow Storm Grant
The Federal Emergency Management Agency approved grant in the amount of $10,082 for the snowstorm of December 5, 2003 through December 7, 2003.  
b.  Old Lyme Rowing Association – Request to Use the Town Truck
The Rowing Association has requested the use of the town truck for seven upcoming regattas.  Selectwoman Reemsnyder made a motion to approve the use of the town truck by the Old Lyme Rowing Association and passing the commitment to Ann Selvino for any comments and recommendations.  Selectman Sibley seconded the motion.  SO VOTED.     Selectman Sibley stated that this will be a good first test under the new rules of ownership, insurance, etc.  First Selectman Griswold would like to see a final operative agreement report between the town, school and the association.

Old Business:
Town Meeting – 7:30 P.M. Monday May 17, 2004 – Middle School Auditorium
Town Meeting will be held at 7:30 P.M. on May 17, 2004 at the Middle School auditorium to consider not exceeding the amount of $315,000 for the Town Woods Park building.  The Old Lyme town budget will be the second item to be presented.
b.  Roche Property – Recommendation to Sell Property to District #18
The Town of Old Lyme concluded that the Roche property would not suit its departmental needs.  District #18 desires the property possibly for an administrative building location or a one-way driveway into the school property.  At the leadership meeting, it was decided that the Old Lyme voters would weigh in on the issue at a future Town Meeting, possibly in June.  If the property were sold to the school, the Town of Old Lyme would pay 80.2% and Lyme 19.8%.  The cost would be the sum of the purchase price plus the carrying costs already incurred.  This issue will be brought up at the next Board of Selectmen meeting.  First Selectman Griswold will then request the Board of Finance to hold an interim meeting to discuss this topic and also request this issue be on the Planning agenda.  If there are positive results, a Town Meeting will be scheduled.  
c.  Sound View Design District - Update       
Selectman Sibley reported that Zoning Vice-Chairman Eric Fries and Zoning Secretary Atty. Jane Marsh attended the last SVDD meeting.  Regulation changes are expected concerning parking, the non-conforming lots on the east side of Hartford Avenue and current regulation concerning building heights.  The next meeting is scheduled for June 3, 2004 at 7:30 P.M. at the Sound View Beach Community Center. Selectman Sibley stated it is preferred the Board of Selectmen make the application to Zoning.  Selectwoman Reemsnyder commented on the pleasant improvements on Hartford Ave.
Sound View Parking Committee - Update
The Sound View Parking Committee met on May 17, 2004 to review the work of painting lines on parking spaces, the establishment of 15-minute parking zones, and portable signage available to be handled by the merchants. Other discussion included the State of Connecticut communication regarding the closing of Rocky Neck Park to prepare Old Lyme for additional beach goers, DOT electronic signs on I-95 and Route 9 forewarning that the Old Lyme beaches are full and garbage control.
e.  CCM E Gov. Expo – New Haven
Selectwoman Reemsnyder reported that she and First Selectman Griswold, Selectman Skip Sibley, Ruth Roach and Ted Crosby attended the E Gov Expo held at the Omni Hotel in New Haven.  The purpose was to contact other people who have knowledge
of website and GIS technology.  Selectwoman Reemsnyder will set up a technology meeting.  
 Church Corner Committee – Update
The Church Corner Committee met on May 6, 2004 and discussed  their ideas about the corner.  Another meeting will be held on May 18, 2004 and will concentrate on the intersection of Ferry Road and Lyme Street.  
g.   Town Hall Facilities Committee - Update
The Town Hall Facilities Committee concluded there are three options to make the Old Lyme Town Hall compliant with ADA and fire codes: Use the lower level of the building and do what is necessary to update codes.
If the town acquires the property next door, construct a new building there with a  connector, but not use the lower level.
Look for a new location to build a new structure and sell the present town hall. Consultants will be asked to submit proposals to analyze what is necessary to stay in the present town hall.
New Business:
Lyme Street Reconstruction CTDOT Resolution – Approval
First Selectman Griswold read a resolution received from the State about an agreement for the construction, inspection, maintenance and resurfacing of Lyme Street utilizing Federal funds under the Urban Component of Surface Transportation Program.   Selectman Sibley made a motion to approve the resolution.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.  
Irene Carnell – General Code Publishers 2004 Municipal Clerks Honor Roll
General Code, the company that updated the Old Lyme ordinances, has a Town Clerk Honor Roll Program created to recognize clerks for a job well done.  Old Lyme Town Clerk Irene Carnell has secured grant funding for preservation of records and is in the process of automating the Town Clerk’s office.  First Selectman Griswold presented Irene with a certificate and expressed his appreciation for outstanding dedication to the Town of Old Lyme.
Public Comment:
Selectman Sibley reminded the citizens that May 27, 2004 is the date for the Freedom Of Information training in the Middle School auditorium at 7:30 P.M.

Selectwoman Reemsnyder made a motion to adjourn the meeting at 4:58 P.M.  Selectman Sibley seconded the motion.  SO VOTED.
